The park is dedicated to the efforts made after the civil war towards rebuilding and educating the former slaves. Until the civil war, it was illegal to formally teach African Americans. I walked the Capers Creek trail at Penn Center which was the site of a school and continues to be an education center. The visitor center in downtown Beaufort has displays and is across the street from an old arsenal.
